Because of the importance of the Convention on Human Rights and Biomedicine for and the impact of it on the protection of patient rights in Europe the 25 EU Member States are divided in 3 groups according to the status of the ratification process.
- The EU Member States that already signed and ratified the Convention on Human Rights and Biomedicine: Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Greece, Hungary, Lithuania, Portugal, Romania, Slovakia, Slovenia and Spain.
- The EU Member States that signed, but not yet ratified the Convention on Human Rights and Biomedicine: Finland, France, Italy, Latvia, Luxembourg, The Netherlands, Poland and Sweden.
- The EU Member States that did not sign, nor ratify the Convention on Human Rights and Biomedicine: Austria, Belgium, Ireland, Germany, Malta and the United Kingdom.
