General National Patient Rights Protection

The rights of patients are regulated by the Constitution of the Republic of Lithuania, the Civil Code (2000), the Law on the Rights of Patients and Compensation of the Damage to their Health (1996) and other laws. The new Civil Code of Lithuania was adopted in 2000 and came into effect as of 1 July 2001. The health law issues regulated by the new Civil Code may be classified into two major groups. The first group deals with the rights of patients as basic human rights. The second group deals with the rights of patients as one of the essential elements of a so called “contract for health services”. These rights are also regulated in the Law on the Rights of Patients and Compensation of the Damage to their Health of 1996 that was not abrogated when the new Code came into effect.
